Attorney · Sunshine Laws Expert · Ombudsman
Municipal attorney and a leading expert in Arizona sunshine laws. Experienced in municipal and administrative law, as well as government oversight, public speaking, working with public and elected officials, and communicating with the public and media. A strong writer who presents complex concepts in accessible ways.
I am a municipal attorney. I provide legal counsel to city departments, draft and review contracts, intergovernmental agreements, resolutions, and ordinances, and conduct legal review of public records requests including law enforcement records. I also advise city management on community and homelessness issues.
As an attorney for the Arizona Ombudsman – Citizens' Aide for over a decade, I acted as legal counsel for the agency, investigated complaints against state and local agencies, trained public officials across Arizona, and became a leading expert on transparency law. I'm also a classically-trained journalist, which shapes how I communicate complex legal concepts to everyday people.
